Student Winter Permits
Student Winter Permits will be Available on 12/16/2024
Winter permits are valid from 12/16/2024 to 01/20/2025 and allow parking in
ANY STUDENT LOT (not garages or employee lots).
Any student who does not have a permit is eligible for a winter permit.
Student permits are available to eligible students based on their primary campus, commuter or resident status and residence assignment. All commuter students are eligible to purchase a permit for their primary campus. Resident students with 54 or more credits are eligible to purchase a permit on a first come, first served basis. Permit sales begin in early August with sales of different permit types scheduled for different days. The full schedule is posted in July.
Permits are virtual. No physical permits will be issued. Enforcement is via License Plate Recognition (LPR) cameras. Please make sure your license plate information is entered correctly when purchasing a permit.
Carpool Permits for Commuter Students
Commuter students (only) are eligible to purchase carpool permits.
Carpool groups must consist of two or more members.
The Carpool Coordinator is the person who applies for and purchases the Carpool permit.
- While the price of a Carpool permit is often paid equally by each member of the carpool-group, such arrangements are made privately, prior to purchase. Parking Services is neither associated with nor responsible for such private arrangements.
Carpool permits:
- are only valid on the commuter lot(s) for which they were purchased
- may only be transferred between members of a carpool group
Only one carpool-group vehicle may be parked on University property at a single time using the carpool permit (see exception below for day passes).
Parking Services must be immediately notified of any carpool-group vehicle registration changes to prevent ticketing.
Each carpool member is eligible to receive a maximum of two (2) complimentary day parking passes per semester. Each day parking pass authorizes parking only on the commuter lot assigned to the carpool. Please contact Parking Services to obtain a day parking pass at parkingservices@uconn.edu.
Commuter Student Carpool Program: Enrollment Process
- One person in the carpool group is designated as the Carpool Coordinator
- The Carpool Coordinator must purchase a commuter permit in the online Parking Portal.
- After purchasing a commuter permit, complete a Carpool Coordinator Application Form
- This form can be completed online and then either saved or printed out.
- Submit the completed Carpool Registration Form by email to parkingservices@uconn.edu.
- Parking Services will assign a virtual permit to all vehicles in the carpool within ten (10) business days of receipt of the Carpool Coordinator Application Form
- An email will be sent to the Carpool Coordinator (applicant) to notify him/her when their permit request is fulfilled
The permit fulfillment period is typically brief but delays can occur during the months of August and September due to the high volume of University parking permits being issued during that period.

Parking fees, including sales tax, for the OLLI program at the UConn Waterbury Campus for Fall 2024 are:

All Students
UConn offers a variety of parking permits that authorize the use of specific University facilities for prescribed periods.
Parking permits are sold at published rates. Those who return their permits to Parking Services before their expiration are entitled to receive a prorated refund, as published.
UConn parking permits are linked to the license plate number(s) of the vehicles associated with a virtual permit. License plate recognition (LPR) technology is used by our parking staff while enforcing on-campus permit parking regulations. The LPR equipment is capable of "reading" a vehicle's license plate and determining whether or not a valid virtual University permit, pay-by-phone session, or other authorized credential allows parking in a particular place and at a specific time.
Metered, time-zone, and transient (hourly fee) parking is also available in many University locations. Additional information about these can by found by clicking on the Visitor tab found on our homepage.
Parking rules and regulations are enforced year-round, including during academic recesses. University permit parking privileges are strictly enforced in most surface lots between the hours of 7:00 a.m. and 5:00 p.m. on weekdays, unless otherwise posted. Parking garages are enforced 24/7 year round. Although permits are not required in most employee and student commuter lots after 5 PM, they are required in all resident and apartment lots and in other restricted locations 24/7. Please pay attention to the signage, especially in mixed lots.
Parking is specifically prohibited on alleyways, drive lanes, driveways, fire lanes, pedestrian sidewalks and pedestrian ways, roadways and any other location that is not specifically posted or marked to clearly accommodate parking. Although the surface conditions in several University parking areas are unsuited to pavement markings, signage is provided within them to specify their intended uses.
If the use of an area is not specifically designated for parking by posted signage or pavement markings, you should assume that parking is prohibited within that area.
Parking permits provide their holders with the opportunity to park within specified area(s); they do not guarantee parking availability, or that parking will be found in the most convenient locations. The unavailability of convenient parking, severe weather, or running late for a class or meeting are not considered valid excuses for violating any parking regulations. Vehicles parked on dirt or unpaved lots should maintain an orderly flow, avoid double parking and blocking travel lanes, entrances, exits and other vehicles.
All UConn parking permit applicants must provide Parking Services with completed parking permit applications and present, or truthfully attest to their possession of, a driver’s license that legally authorizes their operation of a motor vehicle within the United States.
In order to drive in Connecticut you must have a Connecticut Driver’s license or one of the following:
- valid out-of-state (U.S.) driver’s license
- valid out-of-country driver’s license from your home country AND an international driver’s permit; both must be held and carried.

The University of Connecticut (UConn) and the State of Connecticut do not assume responsibility for any vehicle or its contents while parked on University property or for any alleged damage to vehicles immobilized or towed on or from University property with cause.
UConn employees with unpaid parking citation fees will not be eligible to purchase new parking permits until all those citation fees are paid.
It may be necessary for valid permit holders to move their vehicles at the request of Parking Services to accommodate major University events, construction projects, snow removal and unforeseen circumstances. Vehicles parked in violation of University directives to accommodate the aforementioned activities may be physically relocated to an alternate on-campus parking location.
The storage of vehicles on University property is prohibited. With the exception of student resident permit holders, all vehicles parked on UConn property in one location (single parking session) for longer than 10 days (240 hours) without the written permission or the atypical University permit authorization of Parking Services are considered “stored." The use of car covers is prohibited.
Requests to remain parked on-campus for a single parking session longer than 10 days (240 hours) can be made via email message sent to Parking Services.

During the Summer Term and the Fall, Intersession and Spring recess periods "Apartment," "Commuter, " and "Resident" permits authorize parking on any student surface lot except within areas designated for use by “Premium Resident” permit holders.
Only graduate student members of the GEU-UAW are eligible to purchase Area 2 employee parking permits per the terms of their Bargaining Agreement.

Commuter Students
Commuter Student Eligibility
All UConn commuter students are eligible to purchase available Commuter parking permits.
Commuter student parking permit holders are authorized to park in the areas specified by the permit type purchased or in lots allowing "Any Paid" permit type; they do not authorize overnight parking.
Regional Commuter permit privileges authorize parking...
- on all Regional campus Commuter Student permit lots
- in either the Convention Center Garage or Science Center Garages in downtown Hartford
- NOTE: commuter students visiting the UConn Hartford campus from either the Storrs campus or any other Regional campus should take a ticket when entering one of these garages and validate it in the parking office garage before leaving in order to receive a 100% parking fee discount (details).
- on Lots C, K and W on the Storrs campus.
Commuter Student permit holders visiting the Stamford campus from either the Storrs campus or any other Regional campus may park on the lot located at 1194 Washington Boulevard.
Commuter Student permit holders visiting the Waterbury campus from either the Storrs campus or any other Regional campus may park within the student parking section of the UConn Waterbury garage.
Permit parking regulations associated with resident student parking are enforced 24/7 throughout the calendar year.

Resident Students
Resident student parking permit eligibility information
Storrs campus students with 54 or more earned academic credits and assigned University housing on the Storrs campus are eligible to purchase a Resident parking permit. Resident permits authorize parking on surface lots specifically posted for the use of that specific permit type (see Permit Rates and Parking Locations).
Resident student permit parking restrictions are enforced 24 hours/day throughout the calendar year for the following permit types:
- Premium Resident - North and Northwest (where designated)
- Resident - Lots A, D, T, W & Hilltop Apartments (where designated)
- Lot K Resident - designated area of Lot K
The above permits DO NOT allow parking in any space designated by signage as AREA 2.
The parking demand for resident student parking is historically very strong. The supply of Resident permits is quickly exhausted; they are sold on a first-come, first-served basis.
Students with 54 or more earned academic credits who are assigned to Storrs apartment-complex housing in Charter Oak Apartments, Hilltop Apartments, or Northwood Apartments are eligible to purchase Apartment parking permits. Apartment parking permits are location specific. More specifically, Storrs Apartment permits authorize parking only on the surface lots that surround the apartment building in which the permit holder resides NOT including spaces designated as Area 2.
Avery Point & Hartford campus students assigned University housing on the Storrs campus are eligible to purchase a Resident parking permit. Resident permits authorize parking on surface lots posted for the use of that specific permit type.
Stamford campus students assigned University housing on the Stamford campus (87 Franklin Street, 65 & 77 Prospect Street or 900 Washington Boulevard), are eligible to purchase a Resident parking permit. Resident permits authorize parking at their assigned residences and will be sold on a first-come, first-served basis.
Resident Student permit holders visiting the Stamford campus from either the Storrs campus or any other Regional campus may park at 1194 Washington Boulevard.
Resident Student permit holders visiting the Waterbury campus from either the Storrs campus or any other Regional campus may park within the student parking section of the UConn Waterbury garage.

Substitute Vehicle (Temporary) Permits
Substitute Vehicle Permit Request Form
A Substitute Vehicle Permit is required to extend your permit parking privileges to a "substitute vehicle," which is any vehicle unassociated with your current parking permit.
⇒ When Hartford campus Parking Permit/Transponder Decal holders drive a ‘replacement’ vehicle to campus (such as when their primary vehicle is being repaired), they should take a garage parking ‘ticket’ when entering their assigned facility and then bring that ticket with them to the Propark parking office located in that facility before exiting the garage; they will receive a 100% discount of their daily parking fee.
