Employee Permit Sales
UConn employees, Adjunct Faculty, Special Payroll and Affiliated Employees from any campus who have a NETID can apply for their UConn parking permits online through the Parking Portal.
Permits are virtual. No physical permits will be issued. Enforcement is via License Plate Recognition (LPR) cameras. Please make sure your license plate information is entered correctly when purchasing a permit.

Information for All Permit Holders
UConn offers a variety of parking permits that authorize the use of specific University facilities for prescribed periods.
Parking permits are sold at published rates. Those who return their permits to Parking Services before their expiration are entitled to receive a prorated refund.
The majority of UConn parking permits are virtual, which means parking permissions are linked to the registration number(s) -- license plate number(s) -- of the vehicles associated with a permit at the time it is purchased. In other words, license plate numbers replace the need for physical parking permits. License plate recognition (LPR) technology is used by our parking staff while enforcing on-campus permit parking regulations. The LPR equipment is capable of "reading" a vehicle's license plate and determining whether or not a valid virtual University permit, pay-by-phone session, or other authorized credential allows parking in a particular place and at a specific time.
It is the responsibility of UConn parking permit holders to keep all associated vehicle information current by immediately informing Parking Services of any vehicle registration changes.
When issued, physical parking permits must be properly displayed within their associated vehicle(s) in order to authorize parking on University property.
Many privately and municipally owned/operated parking areas are located in close proximity to the Storrs and Regional campuses. University permits only authorize parking in the facilities for which they were specifically issued.
Metered, time-zone, and transient (hourly fee) parking is also available in many University locations. Additional information about these can by found by clicking on the Visitor tab found on our homepage.
Parking rules and regulations are enforced year-round, including during academic recesses. University permit parking privileges are strictly enforced in most surface lots between the hours of 7:00 a.m. and 5:00 p.m. on weekdays, unless otherwise posted. Parking garages are enforced 24/7 year round. Although permits are not required in most employee and student commuter lots after 5 PM, they are required in all resident and apartment lots and in other restricted locations 24/7. Please pay attention to the signage, especially in mixed lots.
Overnight parking (4:00 a.m. until 5:00 a.m.) not specifically authorized by University permit privileges, posted signage, or written communication from Parking Services is prohibited.
Parking is specifically prohibited on alleyways, drive lanes, driveways, fire lanes, pedestrian sidewalks and pedestrian ways, roadways and any other location that is not specifically posted or marked to clearly accommodate parking. Although the surface conditions in several University parking areas are unsuited to pavement markings, signage is provided within them to specify their intended uses.
If the use of an area is not specifically designated for parking by posted signage or pavement markings, you should assume that parking in that area is prohibited.
Parking permits provide their holders with the opportunity to park within specified area(s); they do not guarantee parking availability, or that parking will be found in the most convenient locations. The unavailability of a convenient parking location, severe weather, or running late for a class or meeting are not considered valid excuses for violating any parking regulations. Vehicles parked in dirt or unpaved lots should maintain an orderly flow, avoid double parking and avoid blocking travel lanes, entrances, exits and other vehicles.
All unmetered parking spaces on the grounds of UConn are restricted by permit unless otherwise designated by posted signage.
All UConn parking permit applicants must provide Parking Services with completed parking permit applications and present, or truthfully attest to their possession of, a driver’s license that legally authorizes their operation of a motor vehicle within the United States.
In order to drive in Connecticut you must have a Connecticut Driver’s license or one of the following:
- valid out-of-state (U.S.) driver’s license
- valid out-of-country driver’s license from your home country AND an international driver’s permit; both must be held and carried.

The University of Connecticut (UConn) and the State of Connecticut do not assume responsibility for any vehicle or its contents while parked on University property or for any alleged damage to vehicles immobilized or towed on or from University property with cause.
UConn employees with unpaid parking citation fees will not be eligible to purchase new parking permits until all those citation fees are fully paid.
It may be necessary for valid permit holders to move their vehicles at the request of Parking Services to accommodate major University events, construction projects, snow removal and unforeseen circumstances. Vehicles parked in violation of University directives to accommodate the aforementioned activities may be physically relocated to alternate on-campus parking locations to facilitate their completion.
The storage of vehicles on University property is prohibited. All vehicles parked on UConn property in one location (single parking session) for longer than 10 days (240 hours) without the written permission or the atypical University permit authorization of Parking Services are considered to be “stored.”
Only resident student permits authorize on-campus single-session parking stays that are potentially longer than 10 days; no other University permit type authorizes the “storage” of vehicles on University property without the above-mentioned written approval and permit authorization of Parking Services. Vehicles stored on University property are subject to fines and towing. With 10-day prior written notice, Parking Services may expire parking permits associated with vehicles stored on University property.
Parking capacity on the university’s campuses is limited. It is expected that all vehicles brought to campus, including those of resident students and live-in faculty and staff, will be frequently used. The use of car covers is prohibited.

Parking Rules and Regulations
Please familiarize yourself with the following general parking permit regulatory information before requesting your University parking permit and privileges.
- The privileges authorized by Commuter permits are non-transferable and cannot be delegated.
- Any misuse of a University permit may result in the revocation of its holder’s parking privileges.
- Individuals found in control of a vehicle in which a lost or stolen permit is displayed may be subject to arrest and/or University sanctions.
Parking permits are required to park on the grounds of UConn.
- All Faculty, Staff, and Students, who park their motor vehicle on University grounds must register their vehicles with UConn Parking Services and properly display their physical parking permit when one has been issued.
- UConn parking permits authorize parking on all UConn campuses (with some restrictions) and are available for online purchase by UConn employees and students throughout the year.
- A person may purchase and hold a maximum of one parking permit and its privileges are not transferable. Only “carpool” permits authorize the parking of vehicles registered to more than one person.
If issued, display your hangtag permit from on your vehicle’s rear view mirror (permit number facing outward).
If you were issued a decal parking permit, affix it to the inside lower right-hand passenger side of the front windshield using its full, self-adhesive face. Do not display the decal permit in any other way. A parking decal must be properly displayed to be considered valid. Affixing the decal using any other means, partially affixing the decal using only a portion of its face, or not affixing the decal to the windshield at all renders the permit invalid.
Know where your permit type allows you to park. Use only those designated locations from 7:00 a.m. until 5:00 p.m., weekdays unless otherwise posted. After 5:00 p.m., and on weekends, permit holders may park in any parking space unless otherwise posted, reserved, restricted, or limited.
Provide a copy of your state-issue handicap parking placard to Parking Services when special parking accommodations are needed to accommodate mobility issues.
Pay all outstanding parking fines in a timely manner to avoid late charges and other possible fees.
Maintain valid registration and insurance for your vehicle.
Do not share physical parking permits with anyone. University permit parking privileges are non-transferable. You may expose yourself and perhaps others to disciplinary action if you choose to ignore this prohibition. Any misuse of a physical University parking permit or access credential can result in the revocation of parking privileges for a minimum of one year and the possibilities of University sanction and criminal prosecution.
Do not share your garage keycard or the keycard may be disabled for one month (while attending classes). A second offense may result in the revocation of your garage permit and the issuance of a permit that authorizes parking solely on C Lot. In such instances, the cost differential between a commuter and garage permit will NOT be refunded.

Transportation Advisory Committee
The Transportation Advisory Committee (TAC), is created for the purpose of reviewing, advising, and advocating for improvements to circulation, parking, and transportation policies, operations and services on UConn’s Storrs and Regional Campuses. The committee’s activities encompass advising on matters related to circulation, bicycle, pedestrian, parking and transit services.
Substitute Vehicle (Temporary) Permits
Substitute Vehicle Permit Request Form
A Substitute Vehicle Permit is required to extend your permit parking privileges to a "substitute vehicle," which is any vehicle unassociated with your current parking permit.
⇒ When Hartford Campus Parking Permit/Transponder Decal holders drive a ‘replacement’ vehicle to campus (such as when their primary vehicle is being repaired), they should take a garage parking ‘ticket’ when entering their assigned facility and then bring that ticket with them to the Propark parking office located in that facility before exiting the garage; they will receive a 100% discount of their daily parking fee.
Vehicle / Registration Changes
Notify Parking Services whenever… the license plate, state, make, model and color of your permitted vehicle changes. Such registration changes occur when you purchase a new car or start to regularly drive a different one.
Permit Changes and Returns
If you no longer need your permit, complete the form and carefully follow its instructions in order to receive a pro-rated refund, if available.
