Permit Rates

Notify Parking Services whenever… the registration information of your permitted vehicle changes, which you may do by submitting this form.
Such registration changes occur when you purchase a new car or start to regularly drive a different one.
PayByPhone for Faculty and Staff
To better accommodate the occasional parking needs of employees who regularly telecommute but might occasionally drive to work, the amount of PayByPhone parking capacity on the Storrs and Regional campuses was increased. Mobile parking fees are charged between 7:00 a.m. and 5:00 p.m., weekdays in most locations on UConn campuses in accordance with the following rate structure:
Storrs Campus: $2/hour ($12 maximum per session) (Location map)
Regional Campuses: $2/hour for the first three hours ($6 maximum per session)
PayByPhone locations maps are available. The rate charged for PayByPhone parking will be confirmed when each parking session is initiated.
Information for All Permit Holders
UConn offers a variety of parking permits that authorize the use of specific University facilities for prescribed periods.
Parking permits are sold at published rates. Those who return their permits to Parking Services before their expiration are entitled to receive a prorated refund.
The majority of UConn parking permits are virtual, which means parking permissions are linked to the registration number(s) -- license plate number(s) -- of the vehicles associated with a permit at the time it is purchased. In other words, license plate numbers replace the need for physical parking permits. License plate recognition (LPR) technology is used by our parking staff while enforcing on-campus permit parking regulations. The LPR equipment is capable of "reading" a vehicle's license plate and determining whether or not a valid virtual University permit, pay-by-phone session, or other authorized credential allows parking in a particular place and at a specific time.
It is the responsibility of UConn parking permit holders to keep all associated vehicle information current by immediately informing Parking Services of any vehicle registration changes.
When issued, physical parking permits must be properly displayed within their associated vehicle(s) in order to authorize parking on University property.
Many privately and municipally owned/operated parking areas are located in close proximity to the Storrs and Regional campuses. University permits only authorize parking in the facilities for which they were specifically issued.
Metered, time-zone, and transient (hourly fee) parking is also available in many University locations. Additional information about these can by found by clicking on the Visitor tab found on our homepage.
University permit parking privileges are strictly enforced between the hours of 7:00 a.m. and 5:00 p.m., weekdays unless otherwise posted. Although permits are not required in most employee and student commuter lots after 5 PM, they are required in all resident and apartment lots and in other restricted locations 24/7. Please pay attention to the signage, especially in mixed lots.
Overnight parking (4:00 a.m. until 5:00 a.m.) not specifically authorized by University permit privileges, posted signage, or written communication from Parking Services is prohibited.
Parking is specifically prohibited on alleyways, drive lanes, driveways, fire lanes, pedestrian sidewalks and pedestrian ways, roadways and any other location that is not specifically posted or marked to clearly accommodate parking. Although the surface conditions in several University parking areas are unsuited to pavement markings, signage is provided within them to specify their intended uses.
If the use of an area is not specifically designated for parking by posted signage or pavement markings, you should assume that parking in that area is prohibited.
Parking permits provide their holders with the opportunity to park within specified area(s); they do not guarantee parking availability, or that parking will be found in the most convenient locations. The unavailability of a convenient parking location, severe weather, or running late for a class or meeting are not considered valid excuses for violating any parking regulations. Vehicles parked in dirt or unpaved lots should maintain an orderly flow, avoid double parking and avoid blocking travel lanes, entrances, exits and other vehicles.
All unmetered parking spaces on the grounds of UConn are restricted by permit unless otherwise designated by posted signage.
All UConn parking permit applicants must provide Parking Services with completed parking permit applications and present, or truthfully attest to their possession of, a driver’s license that legally authorizes their operation of a motor vehicle within the United States.
In order to drive in Connecticut you must have a Connecticut Driver’s license or one of the following:
- valid out-of-state (U.S.) driver’s license
- valid out-of-country driver’s license from your home country AND an international driver’s permit; both must be held and carried.

The University of Connecticut (UConn) and the State of Connecticut do not assume responsibility for any vehicle or its contents while parked on University property or for any alleged damage to vehicles immobilized or towed on or from University property with cause.
UConn employees with unpaid parking citation fees will not be eligible to purchase new parking permits until all those citation fees are fully paid.
It may be necessary for valid permit holders to move their vehicles at the request of Parking Services to accommodate major University events, construction projects, snow removal and unforeseen circumstances. Vehicles parked in violation of University directives to accommodate the aforementioned activities may be physically relocated to alternate on-campus parking locations to facilitate their completion.
The storage of vehicles on University property is prohibited. All vehicles parked on UConn property in one location (single parking session) for longer than 10 days (240 hours) without the written permission or the atypical University permit authorization of Parking Services are considered to be “stored.”
Only resident student permits authorize on-campus single-session parking stays that are potentially longer than 10 days; no other University permit type authorizes the “storage” of vehicles on University property without the above-mentioned written approval and permit authorization of Parking Services. Vehicles stored on University property are subject to fines and towing. With 10-day prior written notice, Parking Services may expire parking permits associated with vehicles stored on University property.
Parking capacity on the university’s campuses is limited. It is expected that all vehicles brought to campus, including those of resident students and live-in faculty and staff, will be frequently used. The use of car covers is prohibited.
Requests to remain parked on-campus for a single parking session longer than 10 days (240 hours) can be made via our Contact Form or via email message sent to Parking Services.
Permit Types
Area 1
Area 1 parking permits issued by Parking Services authorize parking in the following locations:
- Storrs Campus: in locations posted for use by those with Area 1, Area 2, Area 3 and “Any Paid” permits.
- Regional Campuses: in Area 2 permit parking spaces.
- Health Center campus: in Area 3 permit parking spaces.
Area 1 parking permits do NOT authorize the use of…
- Area 1 parking spaces on the Health Center campus
- Load Zones unless specifically authorized by posted signage
- Reserved and restricted spaces
- student parking areas: use of student parking areas during the summer semester is typically authorized on the Storrs campus due to the reduced demand.

There is an additional Area 1 Field House Patio permit valid in the Field House Patio Lot but NOT other Area 1 lots. It is also valid in locations designated for Area 2, and Area 3 permit use. Area 1 permits will NOT be authorized to park on the Field House Patio Lot.
Area 2 – (All Regional and majority of Storrs employee permits)
Area 2 – Storrs Campus
Area 2 permits are moderately priced and provide the broadest selection of parking opportunities on the Storrs and Regional campuses. Area 2 permit prices are determined by using a sliding salary scale and may be purchased on a sheltered, pretax basis by those eligible for payroll deductions.
Area 2 parking permits authorize parking in the following locations:
- Area 2 parking stalls on all University campuses.
- Area 2 parking permits also authorize parking in Area 3 lots and posted “Any Paid” permit parking areas, including those on the Health Center campus.
Area 2 parking permits do NOT authorize:
- Load Zones unless specifically authorized by posted signage
- Reserved and restricted spaces
- student parking areas: use of student parking areas during the summer semester is typically authorized on the Storrs campus due to the reduced demand.

Only graduate student members of the GEU-UAW and represented Post-Doctorial students are eligible to purchase Area 2 employee parking permits per the terms of their Bargaining Agreement.
UConn emeriti are eligible for Area 2 parking permit at no charge.
Area 2 – Hartford Campus
Hartford campus permits provide access to the CT Convention Center Garage, the CT Science Center Garage and the North Front Street Garage between the hours of 6:00 a.m. and 10:00 p.m., Monday through Saturday, and authorize Area 2 and Area 3 parking on the Storrs and Regional campuses.
UConn employee parking permit holders who travel to the UConn Hartford campus from either the Storrs or other Regional campuses may park in the CT Convention Center Garage, take a garage ticket upon entry, and arrange a 100% discount of its parking fee at the Propark parking office (located on the first level) before departing--see below for additional information.
UConn employees (and enrolled students) without University parking permits may also park in the CT Convention Center Garage and validate their garage parking tickets prior to leaving in order to receive a discounted parking fee (Discounted Rate = $2 for hours one and two; $1/hour thereafter to a $6 maximum). Employee parking for the UConn Hartford campus is available in the CT Convention Center Garage (400 spaces), CT Science Center Garage (100 spaces), and North Front Street Garage (65 spaces).
Access to the Convention Center and Science Center garages is provided at the Regional Area 2 permit rate. Access to the North Front Street Garage is provided at the Storrs garage permit rate.

Parking within all three downtown garages will be provided to UConn permit holders between the hours 6:00AM and 10:00PM, Monday through Saturday.
Permit (transponder decal/”key card”) holders with early work shifts may enter their assigned downtown parking garage as early as 5:30AM, which will allow them to arrive to their workstations on time.
A parking garage shuttle provides continuous-loop service between Front Street, the CT Science Center Garage, and the CT Convention Center Garage between the hours of 6PM – 10PM, Monday – Thursday (map). The service is provided using a 14-passenger accessible vehicle.
UConn faculty and staff who purchase parking permits to authorize parking on the Storrs or Regional campuses may park in the CT Convention Center for no-additional charge. That benefit can be enjoyed by these permit holders by following these instructions:
- Take a ticket from the dispenser as you enter the CT Convention Center Garage.
- Go to the Propark parking office (in the same parking garage) before departing.
- Write either your NetID or PeopleSoft number on the garage ticket and sign it.
- Present the garage ticket along with a photo ID to the Propark office attendant
- Using a web application, the Propark attendant will confirm that you hold an active UConn parking permit.
- Once your UConn parking permit status is confirmed, the Propark attendant will validate your garage ticket using a special device.
- The attendant will then return the validated ticket to you.
- Insert the validated ticket into the parking gate equipment upon exiting the garage.
- The garage gate will lift and no parking fee payment will be required.
The maximum clearance heights of the Downtown Hartford parking facilities are:
- Convention Center Garage* = 7’6″
* an outside surface lot for over-sized vehicles is available - Science Center Garage = 7’0″
- North Front Street Garage = 6’6″
The following general rules should be followed in all three parking facilities at the UConn Hartford location:
- Don’t leave your vehicle unlocked.
- Don’t leave valuables in your vehicle.
- Don’t leave your vehicle parked overnight in the garage unless you have received written permission form UConn Parking Services; the needed arrangements will be finalized with Propark on your behalf.
- If a sudden emergency requires you to leave your vehicle parked overnight, contact the Propark parking office in the garage in which your vehicle is parked to make the needed arrangements:

- Use trash receptacles which are available on all floors and by each elevator; don’t litter.
- Only those displaying valid state-issued “handicap” placards or registration plates can legally use spaces designated for “Handicap” parking.
- Only plug-in vehicles are authorized to use spaces associated with Electric Vehicle (EV) charging stations.
- Park in only one vehicle parking space (between stall lines) and not across two or more parking spaces.
Violations & Loss of Parking Privileges
The speed limit in the CT Convention Center garage, the CT Science Center Garage, and the North Front Street garage is 7 MPH. Patrons of these parking facilities include children and the elderly : DO NOT SPEED. Those who speed, fail to obey traffic or regulatory signs posted in these facilities, or park in any areas other than Sections “A” or “C” (Level 1) while in the CT Convention Center garage will be warned upon their first and second offences. Upon the third offence the vehicle involved in the violation may be towed. Upon the fourth offence, the transponder decal associated with the vehicle involved in the violation may be expired and the parking contract with its holder may be terminated.
A Vehicle will be deemed abandoned when it is parked within a downtown Hartford garage more than one (1) week without being used and without notice to the Capitol Region Development Authority or its garage operator (Propark) and may be towed from the facility.
Permit holders will access their assigned downtown parking facility using a transponder decal (“key card”). A transponder decal may only be used by the individual to whom it is issued. The Transponder decals will be physically ‘installed’ by Propark personnel to ensure that they are properly placed and remain in good working order. Information related to the installation of these Transponder decals, the parking facilities and purchasing processes will be provided during the application process.
UConn Hartford parking permit holders are authorized to park within either Area 2 or Area 3 permit parking areas on all other UConn campuses; no hangtag decal is required, these inter-campus Area 2 parking permissions are associated with permit holders’ vehicle registrations.
If you will drive more than one vehicle to campus, an additional Transponder decal may be requested by visiting the Propark parking office located within your assigned downtown parking facility. A transponder decal will be ‘installed in the additional vehicle by Propark personnel for a $20 fee. A similar $20/fee will be charge to replace any previously installed Transponder decal. The $20 fees associated with acquiring either an ‘additional’ or ‘replacement’ transponder decal are payable to LAZ Parking at the time they are installed.
When Transponder decal holders drive a ‘replacement’ vehicle to campus (such as when their primary vehicle is being repaired), they should take a garage parking ‘ticket’ when entering their assigned facility and then bring that ticket with them to the Propark office located in that facility before exiting the garage; they will receive a 100% discount of their daily parking fee.
UConn Hartford campus parking permits are only sold by the semester (non payroll-deducted).
The parking access provided by Transponder decals can be extended across semester periods; they do NOT need to be replaced each semester.
To switch access between downtown Hartford parking garages, complete the following steps:
- Complete and submit an online Parking Permit Return/Refund Form to request the expiration of your current garage permit and then…
- Immediately apply online for your new garage permit.
- Complete and then print a Garage Transponder Application Form.pdf – a new one is required.
- Await email notification that your new permit has been activated.
- Return your current/old transponder decal to the Propark parking office located in your current garage.
- While there present the signed Garage Transponder Application Form (Step 3) along with a $20.00 transponder decal replacement fee to the Propark office attendant.
- Propark will install your new garage transponder decal in your commuter vehicle.
All UConn Hartford campus employees must use this UConn Hartford Parking Permit Application to initiate their UConn permit parking arrangements:
Regular Payroll Employees have direct and continuous employment contracts with the University and can pay their permit parking fees using deductions.
The permit privileges of regular University payroll employees will be automatically extended to the subsequent permit year and new decals or hangtag permits will be issued, unless a permit holder has an unpaid citation fee balance. Employees must pay their entire outstanding parking fee balance before their University parking permit can be renewed.
If you do not wish to renew your permit, you will need to take action to avoid further payroll deduction.
- Permit fees are payroll deducted according to permit type.
- Please be aware that permit cancellations may take one or two pay periods to become effective.

Special Payroll Employees
“Special payroll” employees include:
- Adjunct faculty
- Directly-contracted University employees whose employment contract is for a specified period.
Special Payroll employees may register and purchase a permit online or by appointment at the Parking Services office located on the Storrs campus (map).
“Area 2” employee parking permits are available for purchase by Special Payroll employees for a fee commensurate with the salary rate stipulated within the employee’s offer letter or at the mid-tier rate when unspecified
Special Payroll employees whose primary work location is the the UConn Hartford campus are eligible to purchase a permit that will authoriz parking in either the CT Convention Center Garage or the CT Science Center Garage (map | additional UConn Hartford employee parking information).
Full fee payment for the selected parking permit is required prior to its issuance.
Special payroll employees are ineligible for payroll deductions.
Special Payroll employees will be required to provide the following information in order to complete their online permit parking applications:
- NetID and password
- vehicle’s make, model, color and year
- vehicle registration number (license plate)
- a scanned copy (PDF or JPG file) of the CONTRACT or APPOINTMENT LETTER
There is frequently a delay between employee appointments and Parking Services’ ability to independently confirm them during the permit assignment process. Documentation of appointment is therefore an essential component of the permit application process.
UConn Permit Holders: Visiting Hartford – Validation Information
UConn students and employees who purchase parking permits to authorize parking on the Storrs or other Regional campuses may park in the CT Convention Center for no-additional charge. That benefit can be enjoyed by these permit holders by following these instructions:
- Take a ticket from the dispenser as you enter the CT Convention Center Garage.
- Park in Section E (Levels 1 – 8).
- Go to the LAZ Parking office (in the same parking garage) before departing.
- Present the garage ticket along with your UConn ID to the LAZ Parking office attendant.
- Using a web application, the LAZ Parking attendant will confirm that you hold an active UConn parking permit.
- Once your UConn parking permit status is confirmed, the LAZ Parking attendant will validate your garage ticket using a special device.
- Insert the validated ticket into the parking gate equipment upon exiting the garage.
- The garage gate will lift and no parking fee payment will be required.
Please note enrolled UConn Area 3 (employee) permit holders will be charged a fee to park in the CT Convention Center Garage ($2/hour; $6/day session maximum).
Area 2 – Stamford Campus
Stamford campus parking permits that provide access to the Target Garage, 900 Washington Boulevard, and 1194 Washington Boulevard authorize Area 2 and Area 3 parking on the Storrs and Regional campuses.
UConn parking decals or hangtag permits (when issued) must be displayed in University vehicles whenever they are parked in any UConn Stamford parking facility.
Permit parking assignments to the Target Garage are issued to full-time Stamford faculty and staff and also to those with certified mobility limitations that require accommodation. UConn permit holders assigned to the gated Target Garage will also be issued Access Cards by Park Inc., the garage operator. Target Garage parking permits authorize parking in that facility between the hours of 6:00 a.m. and 11:00 p.m. Follow this link for additional information related to Stamford campus parking.
Area 3
Area 3 parking permits authorize parking in the following locations:
- Storrs Campus: ONLY in locations posted for use by those with Area 3 permits.
- Health Center campus: in Area 3 permit parking spaces.
- Those considering Area 3 parking should carefully reference our permit parking map and confirm that Area 3 parking is available within a reasonable proximity to their office or workplace.
Bicycle & Scooter Permits (No Charge)
- On-campus moped and motor scooter parking is allowed only in locations posted for that purpose
- University scooter permits are available at no charge and are required to park in University property
Parking and Transportation: Guiding Principles
- There will be reasonably convenient and safe transportation and parking options for everyone in the campus community.
- Consistently reliable public transit service is integral to the success of the overall transportation and parking system.
- Walking, biking, and other alternative transportation choices to single-occupancy vehicle use will be encouraged.
- Our campuses will be “visitor friendly” places with appropriate way finding to direct visitors to parking, buildings, and events.
- Transportation & parking planning strategies acknowledge the difference between “core”, “perimeter”, and “periphery” campus locations.
- District, project, and master plans will incorporate transportation & parking accommodations.
- The financing framework for transportation & parking will rely more on permit parking income than on citation fee revenue.
- Effective communication is essential to the efficient provision of services and customer satisfaction. Transportation & Parking Services will employ state-of-the art methods to communicate information about policies and commuter options to the University community.
- Visitors, contractors, and vendors will help pay for parking services.
- Thorough and consistent enforcement is critical to ensure the successful management of overall transportation and parking system.
Parking Rules and Regulations
Please familiarize yourself with the following general parking permit regulatory information before requesting your University parking permit and privileges.
- The privileges authorized by Commuter permits are non-transferable and cannot be delegated.
- Any misuse of a University permit may result in the revocation of its holder’s parking privileges.
- Individuals found in control of a vehicle in which a lost or stolen permit is displayed may be subject to arrest and/or University sanctions.
Parking permits are required to park on the grounds of UConn.
- All Faculty, Staff, and Students, who park their motor vehicle on University grounds must register their vehicles with UConn Parking Services and properly display their physical parking permit when one has been issued.
- UConn parking permits authorize parking on all UConn campuses (with some restrictions) and are available for online purchase by UConn employees and students throughout the year.
- A person may purchase and hold a maximum of one parking permit and its privileges are not transferable. Only “carpool” permits authorize the parking of vehicles registered to more than one person.
If issued, display your hangtag permit from on your vehicle’s rear view mirror (permit number facing outward).
If you were issued a decal parking permit, affix it to the inside lower right-hand passenger side of the front windshield using its full, self-adhesive face. Do not display the decal permit in any other way. A parking decal must be properly displayed to be considered valid. Affixing the decal using any other means, partially affixing the decal using only a portion of its face, or not affixing the decal to the windshield at all renders the permit invalid.
Know where your permit type allows you to park. Use only those designated locations from 7:00 a.m. until 5:00 p.m., weekdays unless otherwise posted. After 5:00 p.m., and on weekends, permit holders may park in any parking space unless otherwise posted, reserved, restricted, or limited.
Provide a copy of your state-issue handicap parking placard to Parking Services when special parking accommodations are needed to accommodate mobility issues (additional information).
Pay all outstanding parking fines in a timely manner to avoid late charges and other possible fees.
Maintain valid registration and insurance for your vehicle.
Do not share physical parking permits with anyone. University permit parking privileges are non-transferable. You may expose yourself and perhaps others to disciplinary action if you choose to ignore this prohibition. Any misuse of a physical University parking permit or access credential can result in the revocation of parking privileges for a minimum of one year and the possibilities of University sanction and criminal prosecution.
Do not share your garage keycard or the keycard may be disabled for one month (while attending classes). A second offense may result in the revocation of your garage permit and the issuance of a permit that authorizes parking solely on C Lot. In such instances, the cost differential between a commuter and garage permit will NOT be refunded.

Submit a Lost or Stolen Keycards / U-Passes Request with Parking Services if you are no longer in possession of your U-Pass or Key Card.
There will be a replacement fee.
Substitute Vehicle (Temporary) Permits
A Substitute Vehicle Permit Request Form must submitted and a Substitute Vehicle Permit is required to extend your permit parking privileges to your substitute vehicle when the one identified in your parking permit record is unavailable.
Substitute Vehicle Permits must be displayed face-up, with the expiration date visible, on the passenger-side dashboard of your vehicle to be valid.
All students and staff are eligible to request a Substitute Vehicle Permitfor up to twenty-one (21) days per academic year. A charge may be applied if you exceed this limit.
